Design Build - another tool in the toolbox for NYC
This presentation takes an in depth look at one of New York City’s first public sector Design Build Program. With legislative authority only being granted for the City of New York in 2019, New York City’s Department of Design and Construction (NYC DDC) needed to rapidly develop capacity and capability. This presentation charts their progress and includes critical success factors and approach such as project selection, procurement process and design excellence. This program is part of the DDC’s Blueprint for Success in transforming their capital delivery process to better serve the NYC Agencies they work for.

Ensure your path to Design Build Success: The CCCXP Story
The Colorado Convention Center Expansion project (CCCXP) is one of the most iconic high profile design build project completed in the Rocky Mountain Region. The Hensel Phelps design build team delivered the $227 Million project on time and on budget for the City and County of Denver. The CCCXP project team was presented with many obstacles to deliver the project and Design Build was the only delivery method to ensure a successful completion. The team will discuss how we implemented design build best practices, beginning with the initial RFQ through substantial completion. The only way to accomplish such a project would be the creation of a high performing team. The team will review how we engaged key stakeholders through design and construction to receive feedback and provide an innovative design. The presentation will also highlight how design build practices were used to develop solutions to tackle some of the most challenging aspects of the project that include: Designing a one-million-pound crane to be erected over the existing Colorado Convention Center Procuring during the pandemic that included 9,000 tons of steel Developing our local workforce and the utilization of MWBE businesses Constructing over and adjacent to an operation convention center

The Evolution of a Digital Twin at DFW
The Dallas Fort Worth International (DFW) Airport, which is the world's third-largest land area and third-busiest airport for passengers and operations, with nearly 80 million passengers flying to 257 destinations each year, has embarked on a significant digitalization effort across their campus. The team behind the airport’s design and construction needed to understand the state of all their assets to make more informed decisions about how data was being captured, collected, and extracted across all stages of an asset's lifecycle which brought about the airport’s first version of their BIM standard in 2017. Collaborative Innovative Renovation of a 2 decade old Mothballed WWTP.
From the inception of the project, the Design|Build Team worked in unison, with the Owner to clearly identify and delineate the project “needs” versus the project “wants”, for the renovation of WWTP mothballed in 1996, thereby allowing the Owner to minimize cost and obtain the desired results. Successful Design|Build is a function of various criteria including continuous team collaboration, early engagement of key stakeholders, a well-defined scope with a Guaranteed Maximum Price (GMP), and a comprehensive critical path project schedule. This session addresses these essential objectives for successful project delivery as demonstrated by the rehabilitation of the John T. Hickerson Wastewater Treatment Plant located in El Paso, Texas. With a Notice to Proceed issued during the pandemic, the D|B Team proactively acquired materials and equipment combating not only unpredictable supply issues but sustained rising costs. The original project scope was completed as scheduled and within budget. Upon completion of the rehabilitation, approximately $10M cost savings was realized in the Owner’s initial budgeted funding. From the issuance of the “Request for Proposal” to the start-up of the plant, purposeful implementation of these key factors remained critical to navigating both the anticipated and unforeseen project complexities for a successful Design|Build delivery.

Delivering Design Excellence for Student Mandated Inclusivity and Wellness
The University of Washington’s Intramural Activities Building underwent a comprehensive renovation to modernize its locker rooms and swimming pool which had been virtually untouched since its original construction in 1966 and a small addition in 1982. In response to clear and consistent student advocacy, the design of three locker rooms departed from traditional gender-specific setups to create all-gender locker room facilities that prioritized safety, comfort, and inclusion for people of all gender identities and physical abilities within the UW community. Inclusion-based design also extended to the renovated swimming pool. The completed project not only meets the immediate needs of patrons but anticipates and addresses the evolving expectations of a diverse and dynamic campus community. The project utilized Design Build Done Right principles to overcome project challenges such as defining inclusivity for the user, unprecedented market escalation, substantial alteration permit strategy, and teaming for innovative and cost-effective methods of budget & risk management. The integrated team effort prioritized equity, accessibility, and universal design principles over the status quo allowing the IMA to become a symbol of transformative success, leaving an indelible mark on the university’s commitment to provide inclusive and welcoming experiences for generations to come.

Designing in Reciprocity – aligning process with owner goals to maximize impact.
-The Center for Deaf and Hard of Hearing Youth (CDHY) project embodies a holistic vision of Deaf education, where architectural innovation harmonizes with cultural heritage to create spaces that inspire learning, foster inclusivity, and empower future generations of Deaf leaders. -This session will examine how CDHY was able to utilize progressive design-build to deliver a new K-12 Academic and Physical Education building that exceeded owner expectations for value and design. -The importance of time spent on a comprehensive validation phase immersing the design-build team in Deaf-led workshops that activated a robust curve of user engagement throughout the process, defining Design Excellence and a vision statement for the project. -Spending the time to go slow early on, so we were able to go fast, when necessary, without losing the trust and confidence of the community. -Focusing lessons learned on strategies the team was able to employ to be nimble enough to adjust the dials of scope and budget while maintaining schedule certainty. -Establishing a performative design intent into an extensive design betterment log allowing the implementation of enhancements into the project by prioritizing schedule and procurement timelines.

Life-Saving Cures, Life-Changing Projects: Design-Build for Life Sciences Laboratories and Manufacturing
The private-sector Life-Sciences industry is facing a decade of rapid transition as new drug delivery models are spurring innovation, new technologies are redefining best practices, and a shifting landscape of creative and physical real-estate is defining the spaces where our scientists generate life-saving drug therapies. Design-build delivery is catching on as a preferred contracting method within this market sector as owners and developers embrace the promise of accelerated speed-to-market and a more predictable cost model. However, as owners, developers, design-builders, and trade partners, we must navigate the fast-paced delivery demands and the call for long-term flexibility alongside the highly regulated and prescriptive performance standards tied to cGMP manufacturing and lab environments generally. The panel will showcase data-driven case studies demonstrating how experiences gained from prior medical center projects with a recurring client can expedite programming schedules, leading to decreased schematic and design development schedule durations. We will also examine how the early involvement of design-build subcontractors can expedite constructability reviews by 16 months, emphasizing its direct relationship to MEPF coordination during the construction phases. The Art of Achieving Your Project Goals: GMP, Contracts and Management Tools
Progressive Design-Build (PDB) is a delivery method that allows us to solve complex problems grounded in a successful working relationship with boundaries being scope, budget, and schedule. With recent California legislation being passed with SB 706 and others, it has become increasingly more important for public agency owners interested in implementing PDB to understand how to get started, address and manage risk, as well as how best to implement the process for sustained success. In this workshop we will outline keys to success, how best to scale the process, when to set the GMP and why, explain how misaligned expectations can affect the project delivery’s success, and understand why owners are seeking out PDB to deliver their projects.

We Just Developed an Incredible As-Built Model - Now Let’s NOT Throw it Away
Accurate historical data is the bedrock of successful conceptual estimating in the planning stages of Design Build projects. During the construction phase of a project, high detailed and accurate models are created to support getting the building built. However, too often, these models are archived at the end of a project and never touched again. This presentation will focus on how these models can be leveraged in developing accurate conceptual estimates and provide participants with a tangible path forward on how to begin capitalizing on available data that they already have. By merging a series of case studies and BEP best practices, the presentation will provide a history of how this development came to be and how they can achieve the same goals.

Student Competition
The National Design-Build Student Competition provides young design-builders the opportunity to create a project as a team, present it to some of the industry’s leading pros and earn national recognition for their good work. DBIA’s student competition provides an unparalleled opportunity for students to meet and impress design-build industry leaders one-on-one.
Each year a unique project is chosen to challenge our student design-build competitors. This year’s project is a parking facility with education classrooms on a liberal arts college campus in the Midwest United States. This two-phase competition gives teams from colleges and universities the chance to respond to a Request for Qualifications (the first phase) and a Request for Proposals (the second phase), with the top three teams from the RFP phase presenting their proposals to a panel of industry leaders at this year's conference.

Interdisciplinary empathy starting with an interdisciplinary education is essential for collaborative teams
As demand rises for integrated project delivery through Design-Build, Design-Assist, formalized IPD, and public-private partnerships, the relationship to the academic world becomes an imperative that cannot be underestimated.
• Success with Design Build is about collaboration, requiring all project team member - no matter their role - to contribute and support each other. These roles have been too long siloed with project delivery based on tradition. • Our industry is being asked to deliver projects with exceptional project outcomes. This requires a collective wisdom based on the talents of everyone on a project team, no matter their discipline. • Design-build delivery is based on ‘relationship-based contracting’ not commodity-based contracting’. Relationships, inclusivity, and empathy towards disciplines outside of your own, needs to start in school. NEXT STOP: Complex Team Integration for Shared Success at 30th Street Station
Built in 1929, Amtrak’s William H. Gray III 30th Street Station in Philadelphia is the third busiest train station in the United States. It is currently being redeveloped through a public-private partnership, where our team will design, build, finance, operate, and maintain (D-B/F/O-M) the 562,000-SF facility while it remains operational for over 1.5 million riders each year. Our panel will build upon the successes from our 2023 DBIA Conference presentation and dive deep with a case study of the complexities, collaboration, and flexibility needed simply to reach a temporary conditions plan during this project’s construction phase. The long-term renovation of this high-volume public-facing facility required a standalone temporary conditions design and construction phase, which our team planned and is currently executing. The panelists will share success and lessons in day-to-day processes and tools to achieve such temporary conditions planning, while balancing differing priorities for this period. Such tools and lessons learned include meeting structures, decision making trees, collaborative platforms for issue and planning tracking, alternate procurement strategies and more. Ultimately, you’ll walk away from the session with an effective teaming and integrative framework to implement in your next Design-Build project.

Optimizing Team Decision-Making and Risk Allocation with Progressive Design Build.
The CA DGS Resources Building Renovation (RBR) in Downtown Sacramento utilized Progressive Design-Build (PDB) delivery to transform the high-rise building for its future 2,500 tenants. PDB has allowed the Owner and Design-Build Entity (DBE) to work collaboratively from Day 1 on design while making informed decisions along the way. Major renovations inherently have added risks, which make an ideal case to use PDB for the risk to be fairly allocated between the DBE and Owner. Progressive Design-Build allows integrated project teams to truly optimize design, decision-making and risk allocation. This discussion will dive deep into the best practices of PDB using recent examples at RBR. It will highlight how this method can contribute to the successful delivery of a complex project on time and on budget while adhering to the criteria documents and addressing modifications resulting from unknown existing conditions. Attendees will learn how the integrated team functions and how the design process can proceed in parallel with preconstruction, demolition/abatement, and construction to maximize schedule and preserve the base budget for the ownership. The Bateson Building – A Progressive Design Build Team Making History Through Partnering
Project team participants of the California Department of General Services (DGS), McCarthy Building Companies, CannonDesign and ARG will describe the implementation of Progressive Design-Build for renovation of the Historic Gregory Bateson State Office Building, and the challenges, opportunities and outcomes that arose from delivering one of DGS’ first Progressive Design-Build projects. The Progressive Design-Build contract allowed an aggressively tight timeline of five months to validate program, create an enhanced Schematic Design and establish the GMP. It became clear from the start that achieving a successful outcome would require an intensely collaborative engagement of Owner, Builder and Design Team. To maximize collaboration, the Owner, Builder and Design Team all co-located in a large Big Room. In doing so, a Project First culture based on trust and partnership was built and continued throughout the project. This interactive presentation will elaborate on the techniques, procedures, and lessons learned, as the team satisfied high expectations, developed a successful design, committed to a GMP in the tight contractual time frame, and will show how the process of Progressive Design Build facilitated the team’s success.

The Tangible ROI of Teaming: Lessons Learned from the DBIA 2023 Best in Teaming Project
Successful Integrated Design-Build (incentivized Progressive Design-Build) delivery demands more than just having the right set of contracts, intentions, and one-off teaming events. Success relies on daily behaviors and interactions between team members to extract best value in project outcomes. Using the 2023 DBIA Best in Teaming University of Washington Health Sciences Education Building as a case study, the team will share the value proposition of a successfully integrated team as well as best practices that attendees can implement on their teams. We will explore daily practices rooted in deliberate, regular, and transparent communication that, if carefully fostered by project leadership, will support a productive and collaborative team environment. The presentation will demonstrate how this project-oriented environment creates open, free sharing of ideas while also facilitating difficult conversations, resulting in an added value of 5.1% for the project along with the mitigation of risk and resolution of challenges. Finally, we will share specific and significant quantitative and qualitative value returns experienced by the entire project team derived from these best practices in teaming, earning the Owner an incredible 146% return on investment for their incentive dollars.

Central Substation #2: PANYNJ’s Pre/Post-Award Design Best Practices for Design-Build First Timers
The Port Authority of NY & NJ (PANYNJ) has been undergoing an award-winning transformation at its three major airports. While LaGuardia Airport is mostly complete and Newark has a new Terminal A, JFK International Airport is in the middle of construction to redevelop its central terminal area (CTA). The Central Substation #2 (CS2) Project is one of the PANYNJ's early forays into Design-Build for a project of its size. With a constrained timeframe, a multitude of shareholders, and several adjacent ongoing projects, an integrated delivery was critical to the project's success. As owners, the PANYNJ needed to be mindful of how to include design considerations for all stages of the project. This session guides you through pre/post-award activities critical for incorporation of design. The project adds a substation to JFK's CTA to support terminal expansion and airport redevelopment. Leveraging BIM Uses for Real-World Project Applications to Improve Design Build Collaboration, Communication, and Outcomes
The National DBIA VDC Committee has recognized the need to modernize and clarify the language around BIM applications for Design Build projects. Much of this discussion has happened in parallel to the U.S National BIM Standard (NBIMS) to level set BIM Uses industry-wide. The recently released NBIMS-US Version 4 takes an agile and modular approach and has significant updates that feature a new organization with new sections, including Project BIM Requirements, updated Project BIM Execution Planning, and updated BIM Use definitions. BIM Use definitions provide a common framework and consistent terminology for communicating the purposes for using BIM for a given project or within an organization. BIM Uses are the building blocks of BIM Execution Plans and Project BIM Requirements. The DBIA workgroup is building upon the general BIM Use definitions in the NBIMS to provide BIM Uses specifically enhanced for Design Build projects. The panel will discuss the national standards baseline and the specific Design Build needs for BIM Uses. Attendees will get a clear view of the basic building blocks of BIM-enhanced planning and. This panel discussion will challenge how you think about BIM Uses on your project and unlock outcomes you did not know were possible.
