Introduction to P3 for the Design-Builder - Pre-Conference (Additional Fee Required)
This course is focused on Public-Private Partnerships (P3) for the Design-Builder. It is designed for both public and private sector design-build knowledgeable professionals with a slant towards private sector design-build practitioners. Included within the course design are modules that highlight the key differences between P3 and Design-Build procurement, project execution, and risk considerations, and how the private sector financing and long term operations and maintenance obligations change the technical considerations of a project.

Alternative Technical Concepts- Roadways to Success in Innovative Solutions at New York’s JFK Airport
New York's John F. Kennedy International Airport is undergoing a $1.24 billion Design-Build project to design and build a reconfigured on-airport Central Terminal Area roadway network, a state-of-the-art 1,950 car Ground Transportation Center, and a 400-foot long iconic pedestrian bridge. Scheduled for completion in 2027, the project is currently in construction and on track for both Envision and Parksmart Certification. Eight Alternative Technical Concepts (ATCs) were approved for incorporation into the proposal and were ultimately key to the team’s success in providing a Best Value solution that embodied the Owner’s Vision. This panel discussion will explore the perspectives of the Design-Builder, Designer, and Owner on the ATC process from RFP through Design Approval, focusing on one major ATC that significantly reconfigured the criteria scheme. Panelists will discuss the in-market ATC approval process, proposal evaluation and award, post-award Design Review as it relates to the ATC, and currently ongoing Construction. Challenges and opportunities discussed will include aligning the ATC with the broader One JFK Vision Plan, coordinating with multiple concurrent and further along interfacing major contracts, and new opportunities for enhancing Customer Experience and Design Excellence created by the ATC.

Clackamas County Courthouse: First P3 Delivery in Oregon
The Clackamas County Courthouse is one of the first courthouses in the U.S. delivered through a Public-Private Partnership (P3) model and offers a case study in managing risk, fostering collaboration as well as long-term sustainability. The session will focus on how the different types of P3 contracts relate to this project’s competitively procured Design-Build-Finance-Operate-Maintain contract. Perspectives from the owner will provide insight into the County’s decision to adopt the P3 model, and explain the assessment and stakeholder engagement process. The panel will also discuss how collaboration and communication around the onboarding process were essential to project success within this unique delivery model.

Design-Build in Motion: General Motors’ Shift to Integrated, Tech-Driven Delivery
General Motors owns tens of millions of square feet of production space, requiring constant facility updates to support annual model changeovers and evolving manufacturing needs. Speed to market and cost control are critical, yet GM’s traditional Design-Bid-Build method was struggling to handle field clashes and process changes efficiently. In response, GM transitioned to Design-Build in the early 2000s, shifting coordination risk to the builder and adopting emerging 3D coordination technologies to reduce field issues. Architects and Engineers of Record (EoRs) began managing these models, improving visualization and clash detection even with early-stage BIM tools. Today, the evolution of BIM and integrated delivery has significantly enhanced collaboration and project outcomes, particularly on recent electric vehicle facility programs. This session will explore GM’s journey from traditional delivery to integrated, technology-driven solutions—highlighting how the early adoption of BIM and a Design-Build approach led to faster, more cost-effective project delivery. Attendees will gain insights into aligning delivery methods with owner goals, managing design risk, and leveraging digital coordination tools for complex industrial projects. Executing on an Owner’s Vision - Aligning Perspectives During Design Build
What happens when you bring together a diverse team of healthcare experts, designers, engineers, and builders under a shared mission – and a truly integrated delivery model? In this session, we explore how the 63-20 Progressive Design-Build (PDB) model enabled a highly collaborative team to reimage a complex nursing facility tailored to both owner and end-user needs. With contributions from the comprehensive multi-disciplinary team of local and national firms, the project was shaped by extensive expertise and grounded in real-time input from the nursing and operations staff who would use the facility every day. The result: a tailored cost-effective solution that meets the needs of Washington State’s Department of Social and Health Services (DSHS). The 63-20 PDB model achieved early cost certainty, schedule assurance, and real-time constructability for DSHS. The public-private structure also allowed the state to defer capital costs and finance the project over time through a lease-back agreement. This session will offer key insights into how integrated delivery and public-private innovation can unlock better outcomes—for both owners and the communities they serve.

DFW Airport - International Parkway Modernization D-B Project. Lessons Learned on Effective Collaboration and Integration.
Dallas Fort Worth International (DFW) Airport is the third-largest airport in the world by land area and ranks third globally in passenger traffic and operations, serving nearly 88 million travelers annually across 265 destinations. The International Parkway (IP), DFW’s primary landside transportation corridor, is undergoing a critical transformation through the International Parkway Modernization Design-Build (DB) Project. This initiative replaces three aging left-hand exit flyover bridges serving Terminals A, B, and C with more intuitive and efficient right-hand exits to improve traffic flow and user experience. Maintaining uninterrupted access for passengers and operations throughout construction has required a meticulously planned approach, initiated during procurement and sustained through the project’s engineering phases. The successful management to minimize/mitigate impacts has been made possible through the close collaboration and integration of the Project Team—Owner, Owner’s Consultant, and Design-Builder with its Designer. This presentation will highlight how the team is applying Design-Build best practices, including early stakeholder engagement, the use of technology for innovative collaboration processes, and integral risk management. Together, these and other strategies presented are driving a coordinated and effective delivery of this vital infrastructure improvement.

Do Physical Security Requirements Complicate D-B Projects? The Answer is “Yes”
Vehicle ramming, guns, bombs, drones, and mob-style attacks– these are all potential scenarios that buildings may need to be protected against. From a physical perspective our industry knows how to make this happen, but from a contractual and management perspective this can be a real challenge. If a building needs to be protected against these types of threats, then there is a high probability the information about these threats is closely controlled. In a design-build project that requires higher levels of protection against these threats, the question becomes: “How can the owner best convey the requirements in an RFP without giving away the controlled information”. Experience has shown if this is not adequately addressed, it can cause gaps in cost proposals, misunderstandings regarding interpretations of the requirements, and inefficiencies in implementation into the overall project design. These are all risks to a project that can be reduced by implementing a different approach to solicitation documents and costing for the security portion of projects. This presentation will discuss these challenges, how they have caused problems in past projects, and recommendations for evading the pitfalls.

First-of-a-Kind: PANYNJ leverages unique Investigate-Design-Build delivery to restore World Trade Center
During construction of the new World Trade Center (WTC) in 2012, Hurricane Sandy inundated the worksite with 200M gallons of brackish water. The water was rapidly removed but the salt remained embedded, causing damage across the iconic structure’s first decade of service life. The saltwater caused corrosion and service life reduction along the lowest levels of WTC approximately 70 feet below grade. Beginning in 2021, the Port Authority of New York New Jersey (PANYNJ) embarked on a multi-year project aimed at remediating the damage and restoring structural capacity for WTC’s intended 100-year service life. Based upon the varied extent-of-damage conditions which drove the need for extensive investigation as a first step, PANYNJ’s desire for cost certainty and need to manage schedule constraints in a complex working environment, design-build delivery was selected. Mastering Renovations: The Progressive Design-Build Advantage
Existing buildings represent an enormous resource, but all buildings require periodic renovations which, even in the best of circumstances, present significant challenges and risks. What happens when the project budget cannot support all renewal needs, or when the unexpected happens? Progressive Design-Build offers many advantages in these situations. Working collaboratively from the outset, a PDB team can better assess existing conditions and project risks by employing thorough and, when needed, destructive investigation. Progressive Design-Build allows the team to effectively manage unforeseen conditions throughout construction by appropriately allocating and managing risk, and through the flexibility to pivot when needed. Progressive Design-Build Offramps, Strategies for proper execution and how to keep from using one
Progressive Design Build and adherence to DBIA Best Practices are processes for delivering projects on time, under budget, and with all stakeholders satisfied: in other words, design-build done right. What can go wrong? Well, deviating from these Best Practices can lead to project failure and potentially costly litigation. One strategy used in Progressive Design-Build is the use of an "Off Ramp" to dissolve the team. These are some of the lessons learned in the real-life execution of projects that have exercised the "Off Ramp". We will explore some strategies that will assist owners and their advisors in crafting "Off Ramp" systems and plans that will either make the "Off Ramp" less likely to happen or less painful.

Design-Build Legislation 2025 - The Good, The Bad, and The Ugly Continues
Note - This summary may need to be updated prior to the first presentation draft so it is as current as possible since much of the legislation is still not finalized and can change quickly. The past several years has seen a record number of bills across the country expanding design-build authority in numerous markets, and 2025 continues that momentum. Get an update from DBIA National Advocacy on the 2025 State Legislative Sessions, and the bills and their impacts on design-build authority. The session will also highlight how the Legislative Guide and Model Legislation Documents released last year are being utilized. Panelists from various regions and market sectors will discuss key legislative trends developing recently with several progressive bills including Tennessee, Texas and Washington, sunset and pilot program provisions and their impact in Illinois and Missouri, bonding funding for mega projects in Washington and Minnesota, sector/market wins in various States, playing defense in Texas, and how success in design-build legislation across the country provides avenues for others.

The VDC Project Leader’s Role & Responsibilities on Design-Build Projects

Sign That Contract Drafted By Your Owner or Prime?? ... Definitely, Maybe!!!
DBIA’s family of Design-Build Contract Documents, developed by a cross-section of experienced industry professionals representing the entire design-build team, including Owners, contractors, engineers, architects, and subcontractors, are fair and balanced tools to help assure successful design-build projects. However, the vast majority of contracts within today’s design-build industry are of the proprietary variety that utilize an Owner’s, Contractor’s, or Prime Designer’s in-house developed template. These templates can vary widely in language used to cover the numerous provisions important to the parties involved and may present administrative and/or risk sharing positions skewed in favor of the drafting party. This session’s panel will 1) acknowledge and discuss the effective use of both proprietary and industry form contracts from a variety of team member perspectives; 2) examine and compare a few specific examples of proprietary vs. industry form clauses; and 3) highlight how, even when not used as the base form of contract on a project, DBIA form contracts (and other industry forms such as AIA or ConsensusDocs) can still bring significant value when used as a negotiation aid, a work planning and pricing aid, and an overall “sanity check” against risk-allocation and content of proprietary contracts.

Big Room Energy: Reimagining a Mid-Century Student Union with Teamwork & Technology
Our proposal explores Effective Teaming, Collaboration, & Integration through the partnership between CSU Long Beach and the Collaborative Design-Build team of The Penta Building Group and Gensler for the renovation and expansion of the University Student Union (USU). Originally designed by Edward Killingsworth, the mid-century modern USU is a central hub for student life on a campus that serves over 41,000 students. At $319 million, this is the largest project in CSU history. It includes the renovation of 180,000 GSF of existing space and a 61,000 GSF addition featuring a 9-vendor food hall and new conference facilities. The project’s success stems from strategic collaboration methods, including a focused 10-week validation phase that aligned all stakeholders on goals and expectations. A dedicated on-campus “big room” promoted real-time decision-making, open communication, and deep integration between all parties. Innovative tools such as virtual reality helped engage stakeholders and visualize design concepts, fostering buy-in across the board. The team also created phased design packages to navigate agency approvals efficiently and manage a complex cashflow scenario, ensuring financial sustainability. Together, these approaches showcase how thoughtful teaming can transform a historic campus landmark into a vibrant, future-ready student center.

Community, Collaboration, and Curriculum: Creating an Innovative Career Ready Design-Build High School
Join us for an insightful session that will challenge the way you approach design-build projects. The pandemic reshaped how we collaborate, and this session highlights how one team leveraged disruption as an opportunity to design an important asset for the community by involving the community. The Roosevelt High School project is a case study in adaptability and teamwork. Tasked with delivering a state-of-the-art school for a Colorado district amidst post-pandemic challenges, the design-build team navigated tight timelines, virtual collaboration, and evolving constraints. With design starting in January 2021 and groundbreaking in October of the same year, creative problem-solving was essential. Completed in July 2023, the project stands as a testament to the power of a well-executed design-build approach. It also highlights how School Board imperatives for Career and Technical Education became a reality. The final facility allows for the exploration of 14 separate pathways that further connect ongoing education and community connection. Since its inception over thirty years ago, Design-Build has been promoted as a revolutionary delivery methodology that improves Project success through collaboration. Over that time, an evolved approach to the effective use of Design-Build has developed. This session will examine how owners and contractors can better position themselves for design-build success through careful planning and a realistic assessment of the project and its stakeholders. Often taken for granted, true collaboration is rarely achieved on American design- build projects, particularly when one of the parties lacks the necessary understanding and experience with the design-build model. Atlanta’s I-85 North Druid Hills project exemplifies design-build success amid significant political involvement
The Georgia Department of Transportation (GDOT) and Ferrovial's I-85 and North Druid Hills Reconstruction Project in Atlanta is a prime example of efficient collaboration amidst political and stakeholder complexities. This ambitious project involves the removal and replacement of a 6-lane, 3-span structure within an accelerated timeline of 90 days, as well as the creation of a new hospital driveway to accommodate the key stakeholder, Children's Healthcare of Atlanta's monumental $2 billion campus expansion. With the governor’s commitment to a new interstate interchange, this initiative is set to elevate access and connectivity for everyone. Despite facing utility conflicts and significant traffic congestion, the project team skillfully managed these challenges through meticulous coordination and the innovative use of digital integration. By focusing on stakeholder satisfaction and effective scope management, this project not only enhances Atlanta’s infrastructure but also sets a new benchmark for urban development. Readying the Owner for Design-Build: Training, Training, Training!
The use of the Design-Build delivery method requires and engaged and collaborative Owner. For Owners (or specific staff members) this delivery method can be new and require making certain "mental shifts." Setting new expectations is best done by thoughtful training and early engagement. An Owner's Team will typically include a wide variety of individuals with differing life experiences. A "one-size fits all" training program will not accomplish the goals of bring staff to the point of understanding the value of Design-Build or assure best practices are followed. A highly customized and Owner specific training program was implemented to provide the necessary knowledge at the time when the information would be needed. A series of training modules were created to bring the Owner along as a large group of CIP projects were delivered. Open dialogue, early lessons learned and specific training based on DBIA's best-practices was used to align the Project Team members with a framework that has resulted in success and meeting stakeholder expectations.

The Quickest Way to Safety – A Design-Build Case Study
The Hollywood Burbank Airport was originally constructed in 1930 and has seen numerous expansions over the years as well as changes in aviation safety requirements. For decades, the airport operated with outdated facilities and was considered a safety issue due to the terminal’s location within the runway safety zone Through public vote, the airport authority was allowed to develop a new terminal campus, however the procurement was postponed due to the pandemic. Once restarted, the airport authority made the decision to accelerate the project with a commitment to Progressive Design-Build best practices, allowing completion of design and construction of the new campus in record time. Hear from the project team on how collaboration through co-location, project planning, consensus building, and trust allowed for timely decision making that will enable the Hollywood Burbank Replacement Passenger Terminal to be completed in record time and achieve design excellence.

Transforming the Institutional Owner
Progressive Design-Build is not a spectator sport. All owners must be prepared to do PDB prior to embarking on the delivery method. Institutional owners have unique issues and challenges that they face to transform their organization to be successful in their PDB projects. This presentation combines PDB implementation experts with leaders from two of the largest institutional owners in Washington State, King County and Sound Transit, to dive into how these owners are transforming their organizations and the industry. In addition, participants see the perspective from the other side of the transformation from the leader of one of the most successful implementations of PDB in the country, the transformation of San Francisco Airport from a traditional owner into a PDB powerhouse.

From VDC to Rocket Parts Testing and Mapping Low Earth Orbit
The University of Arizona’s Applied Research Building (ARB) project showcases how VDC-enabled collaboration throughout the entire project lifecycle delivers measurable results. With only 99 RFIs—most of which were confirmations—the project highlights the ROI of BIM and reality capture when applied intentionally. From Day One, a VDC Lead was established to define the conditions of satisfaction and drive engagement across a fully virtual Big Room kickoff. Early alignment on BIM expectations, including a well-defined LOD matrix, BIM execution plan, and Lean modeling strategies embedded in Part A of the contract, fostered deep collaboration between design teams and trades. A focal point of this collaboration was the $1M Thermal Vacuum (TV) chamber—purchased off eBay. With limited available specs, remote laser scanning of the equipment in storage and the on-site concrete pit enabled early coordination. The TV Chamber became central to the project’s sequencing as the building had to be constructed around this piece of equipment. Model-based field verification ensured accurate placement on install day, affirming the power of VDC as a real-time coordination tool. By leveraging reality capture, target clearance parameters, and streamlined model updates, the team empowered both project execution and future facilities management with data-rich, owner-focused deliverables.

Speed to Market - VDC & Designing for Manufacturing & Assembly in Collaborative Project Delivery
Over the years project delivery methods have seen a wave of changes- from traditional delivery approach to Design-build and IPD. In the ever changing landscape of project delivery, it's critical to constantly innovate and reimagine our traditional VDC coordination workflows, to foster collaboration and create impact. The Sutter Health Santa Clara RAC is a tenant improvement project consisting of 3 buildings. It is a capstone project for Sutter leveraging collaborative project delivery methods. The project aims to maximize “speed-to-market” strategies and construction methodologies to set up the project for success. The VDC workflow was strategized and incorporated into schedule using the Last Planner System, from validation stage of the project and spread out over all phases of construction. Starting from existing structure validation to Tier-based coordination approach and finally Coordination handoff for installation, team collaboration was key to each stage.

The Virtual Design & Construction Leadership Exchange (VDCLEx) is returning as a half-day preconference event, Tuesday, Nov. 4, at the Design-Build Conference & Expo in Las Vegas, NV. The VDCLEx will continue to explore how VDC is impacting designers, builders and Owners by enhancing design excellence, increasing quality and productivity, as well as improving lifecycle costs. This half-day pre-conference event includes opening and closing general sessions and two specialized tracks: one for experienced VDC professionals and the other for non-VDC professionals. So no matter what your level of VDC experience, the VDCLEx offers opportunities to better understand how design and construction technology and emerging processes are integral to driving greater efficiencies on design-build projects. Track 1 - VDC Deep Dive: For audiences more versed in VDC, this track will provide case studies for the integration of technology in design-build and that explore current trends in VDC, such as, but not limited to:
