AI in Design-Build: From Prediction to Real-Time Decisions
Artificial intelligence is rapidly entering design-build - but its real impact is not automation; it is fundamentally changing how teams understand risk, make decisions, and manage projects in real time. Early applications are already showing measurable outcomes, including reduced manual tracking, earlier identification of risks and gaps, and improved access to decision-ready information. This session brings together design-build practitioners actively applying AI across the project lifecycle - from predictive estimating and early design validation to real-time project governance and field execution. Rather than focusing on future possibilities, this panel is grounded in current, real-world implementation, including active project use. Panelists will share how AI-enabled tools provide continuous visibility into project status, compliance, and risk - allowing teams to move from periodic validation to real-time insight. The discussion will focus on practical lessons learned, including impacts on collaboration, alignment, and decision-making. The panel will be expanded to include Owner, Designer, and Specialty Trade perspectives. Attendees will leave with a clear understanding of how AI supports Design-Build Done Right® through improved transparency, validation, and timely decision-making.

The GMP in Progressive Design-Build: When, What, and How?"
A successful Guaranteed Maximum Price (GMP) in Progressive Design-Build doesn't begin at the negotiating table — it begins in Validation. A well-executed Validation phase serves as the roadmap that guides teams toward a GMP grounded in shared understanding, realistic expectations, and aligned goals across all project stakeholders. But reaching the GMP milestone requires navigating critical decisions along the way: determining the right moment to establish the GMP, what documentation is needed to truly align expectations, and how that documentation will be used after the GMP is executed. Equally important is building in the flexibility to accommodate rapidly evolving factors where market shifts and regulatory changes can impact the project post-GMP. Engaging trade partners early and structuring allowances and contingencies thoughtfully and transparently, ensures cost certainty without sacrificing responsiveness. Once the GMP is set, the work is far from over. Maintaining the collaborative spirit of Phase 1 into Phase 2, and implementing a process for completing design post-GMP that keeps all parties engaged and aligned, is what separates good projects from great ones. A panel of seasoned practitioners representing the Owner, Design-Builder, Designer, and Trade Partner perspectives will share hard-won insights and real project examples to bring these lessons to life.

The Future of Integrated Design-Build: To Infinitity & Beyond!
Imagine a future where old labels, old habits, old fears, and old ways of thinking are no longer in the way of our ability to solve complex problems. Imagine engaging with diverse team members where confronting challenges is energizing instead of draining. Where passion replaces fear. Design-build teams have so much more to offer because of their diverse backgrounds and expertise, and yet we have not figured out how to conquer the traditional professional culture clashes that continue to stymie our progress and best intentions, even as we have advanced the design-build process. In this session we will explore the current state of our collaborative teaming efforts and what continues to remain a challenge. When we face such challenges, our tendency is to go back to the way it’s always been done, and by doing so we get better and better at making things worse. This automatic tendency keeps us stuck and unable to jump the curve so we can not only take design-build to the next level, but we can take design-builders to the next level as well.

Choosing Your Design-Build Partners Carefully to Maximize TEAM Innovation
Selecting the right partners is the single most important decision on a design-build project. The right owner, builder, designer, consultants, and trade partners form a high performing team capable of COLLABORATIVE problem solving & rapid iteration resulting in INNOVATION that DELIVERS the owner’s vision with efficiency and creativity. This presentation equips participants with practical selection frameworks, behavioral checklists, and actionable strategies that foster collaboration and unlock innovation from pursuit through project closeout. We begin by demonstrating how early partner selection materially influences pursuit and project outcomes by sharing stories of successful and un-successful partner choices…and how to avoid bad partners. Next, we present the ultimate role specific checklist for choosing your partners. Owners, designers, and builders, consultants each need tailored evaluation criteria and interview cues. Topics include selecting teammates based on Adaptive Intelligence, collaborative behaviors, listening skills, embracing and leveraging risk, DBIA experience and certification, realistic RFQ requirements, transparent and collaborative cost modeling, and fair teaming agreements. Finally, we will share Tools and Strategies to Ignite Innovation, accurate conceptual estimating, speedy iteration, planning slow to move fast, how to create psychological safety and unifying the team around owner goals.

Need, Innovation, and Longevity: Progressive Design-Build Enables California’s First Community College Mass Timber Housing Project.
This session examines a Progressive Design-Build student housing project for a California community college that leveraged early collaboration to deliver program enhancements, validation-based cost certainty, and structural innovation. The project illustrates how Design-Build Done Right® principles, combined with early trade partner engagement, a defined validation period, and Choosing By Advantages, can unlock innovation, manage risk, and achieve design excellence. During the selection process, the design-build team introduced programmatic and system enhancement opportunities. Based on expertise and collaboration, the owner gained confidence in the team’s ability to achieve the proposed betterments, which were later confirmed during validation. The design-builder assembled key partners early, CLT self-perform, and design-build MEP trades, enabling a hybrid mass timber structural approach and a refined student housing program while design flexibility remained. Early coordination between CLT, load-bearing wall systems, and MEP trades informed panelization, detailing, fire and acoustic performance, and prefabrication strategies, improving constructability while preserving structural integrity. By resolving ambiguity during validation, the team strengthened decision-making, aligned expectations, and confirmed scope, cost, and schedule with the Owner’s stakeholders. Attendees will gain practical lessons on how Progressive Design-Build, early trade engagement, validation, and CLT integration reduce risk and enable delivery of high-quality housing for public owners.

Making Design Build Work: Collaboration Inside the Federal Way Link Extension
The Federal Way Link Extension (FWLE) is a complex, multi- jurisdictional light rail project delivered using Design Build (DB). This session shares practical, transferable lessons learned from Sound Transit's FWLE team on how procurement, early collaboration, workforce development, and disciplined risk management helped navigate evolving scope, stakeholder coordination, and site uncertainty. Rather than focusing on project outcomes alone, this presentation walks attendees through the “how” of design build decision making. We will reinforce the Design Build Done Right framework and highlight the practices the project team found most effective, including early integration of the owner, designer, contractor, and trade partners, and establishing a collaborative environment that supports transparency and informed cost and schedule decisions. The session highlights challenges encountered on FWLE including managing risk during early design and construction, balancing innovation with cost confidence, and maintaining alignment across a large public owner organization. Owner Readiness Assessment for Design-Build
While some owners have developed sophisticated design-build processes and practices, others may not yet be well aligned with collaborative delivery methods. Regardless of their level of expertise, owners should assess their readiness for design-build delivery, both for best-value and progressive design-build. Assessment supports new project onboarding to help communicate owner management styles and strengths, organizational and individual workforce development, and scoping of Owner Advisor contracts. This session summarizes the results of a two-year research effort to understand and evaluate the drivers of owner readiness for initiating and managing a design-build project. The research culminated in the development of a freely available, web-based tool designed to capture the (mis)alignment between what is needed for design-build project management, the owner’s staff competencies and the owner organizational capabilities. When a gap is identified, the tool makes recommendations for appropriate publications and training resources, as well as provides a scope of services for engaging an external Owner Advisor, if desired. Using a case study, the session showcases how the tool can be used to aid decision-making and improve the design-build team’s confidence in the delivery process.

Design to Dirt: A Playbook for Seamless Transition from Design to Construction
With progressive design-build projects, teams often collaborate effectively during the design phase but may lose momentum when it’s construction time. Root causes can stem from both process and mindset, since the transition from design to construction requires a critical mental shift: from design iteration to decision-making at the site. This session presents a proven, repeatable playbook for managing that shift, using best practices from the UC Davis Health Tower, a progressive design-build megaproject. Rather than relying on a traditional “handoff,” the team implemented a structured transition strategy beginning early in the design phase and grounded in design-build best practices. Session panelists, representing the owner, architect and contractor, will share specific tools and workflows, including construction administration kickoff planning, RFI and design-change management, staffing transitions, integrated schedule, and cost alignment. They’ll highlight how teams can intentionally shift culture, communication and priorities to support faster problem-solving and improved efficiency during building. In addition to project-specific insights, the contractor will share how these strategies are being adapted and applied across other projects, demonstrating how teams can scale and replicate successful transition practices. Behind the Scenes of an Award-Winning Project
The East Valley Water District (EVWD) turned to design-build delivery to bring its vision for sustainability, water reliability and community impact to life through the Sterling Natural Resource Center (SNRC) Wastewater Treatment Facility. Located within an urban neighborhood, this state-of-the-art water recycling facility demonstrates how purposeful leadership, innovation and collaboration can transform critical infrastructure into a lasting community asset. This 2025 award-winning design-build project earned Merit and Excellence honors in Water/Wastewater, Best in Design (Engineering), and recognition as a Project of the Year finalist.

Faster, Bigger, Greener: Lessons from Brooklyn’s Largest Recreation Center
The largest design-build project completed to date by the NYC Department of Design and Construction, the Shirley Chisholm Recreation Center is a historic investment in Central Brooklyn, opening at least two years faster than other delivery methods due to Design-Build. This groundbreaking facility is the first new Parks recreation center in over a decade and the first LEED Platinum v4 public building in New York City. This panel offers a unique opportunity to explore how the team achieved such ambitious goals and reveals the lessons learned at every step of the project. Speakers from the owner, design, and construction perspectives will discuss how integrated project delivery influenced decision making, risk management, and schedule certainty, and how those strategies translated into long term value. For Kansas City, it meant delivering iconic public-facing projects as part of more than $1 billion invested in the Kansas City riverfront area known as Current Landing. Like any great explorational journey, early planning requires attention to details, complete picture of the end goal and everything in-between the Vision (need) and taking Ownership (intended purpose). Most think construction has the only Critical Path, but the pre-design phase is truly Critical to project success. Progressive Design-Build Takes Flight: Delivering the Kansas City International Airport
Recognized with five national DBIA honors, including the 2025 DBIA Project of the Year, the new terminal at Kansas City International Airport exemplifies “Design-Build Done Right.” Replacing outdated 1972 facilities, this 1.1-million-square-foot, 40-gate terminal is the largest single infrastructure project in the region’s history. Our panel reunites the multi-disciplinary P3-D/B team to share behind-the-scenes lessons learned. We will explore how the Progressive Design-Build process led to unprecedented outcomes, including creating the most accessible terminal in the world, achieving LEED v4 Gold certification, and executing the project on-time and on-budget. Attendees will learn how an integrated team structure, shared goals, and flexible procurement approaches turned unforeseen challenges—such as a global pandemic—into opportunities for innovation and design excellence.

Owner Readiness in PDB: Lessons from a First-Time Design-Build Project
Owner readiness is often cited as critical to design-build success - but what does it actually look like in practice, and how does it impact outcomes when projects face real challenges? This session shares lessons learned from the Snohomish County Arlington Operations Center, a progressive design-build project delivered for a first-time design-build owner. Recognizing the shift from traditional delivery, the County invested more than a year in preparing for design-build - aligning internal stakeholders, defining expectations, and establishing decision-making structures before procurement and project kickoff. This early investment proved critical as the project encountered field and design challenges, including significant adjustments during construction that required rapid, coordinated decision-making across the team. Through this case study, presenters will demonstrate how early owner readiness enabled the team to navigate these moments effectively - reducing disruption, maintaining alignment, and supporting timely decisions under pressure. Attendees will gain practical insights into how to prepare owners for progressive design-build, what readiness looks like beyond theory, and how early alignment directly influences project outcomes.

Design-Build Done Right Starts Here: Bridging Academia and Industry Through Experiential Learning
The presentation explores how an academic, simulation-based capstone experience prepares the next generation of professionals to contribute to Design-Build Done Right. Situated within a curriculum that emphasizes experiential learning, students who have completed multiple internships are immersed in a full project lifecycle from concept through execution. While the environment is intentionally bounded, it provides meaningful exposure to design-build delivery, fostering curiosity, accountability, and a desire to pursue proficiency in practice. The session highlights lessons learned from integrating industry-supported mentorship, safety culture, and emerging technologies into the academic setting. Students engage in real-time decision-making, lead operational and safety planning, and experience both success and failure, reinforcing the importance of QA/QC, risk management, and team accountability beyond production metrics. Central to the experience is the development of communication, teamwork, and critical thinking (CTCt) supported through active coaching during technical proposal, preconstruction, and execution phases. Presenters, including faculty, industry professionals, and alumni will share insights on effective teaming, managing expectations, and cultivating a collaborative culture. Key topics include: • Stakeholder Engagement Strategy (Who/When/Why): How we identified the “must-have” stakeholders (facilities, operations, IT/security, user groups, and campus decision-makers), aligned expectations early, and prevented late-stage surprises that drive rework, change, and schedule risk. • Governance That Turns Input Into Decisions: How collaboration played out across owner, facilities management, designer, contractor, and trades—using clear roles, meeting cadence, decision logs, and escalation paths—to navigate institutional standards compliance, integrate subconsultants, and build confidence through early investigations and shared prework. • Trade + VDC as Engagement Enablers: How early trade engagement and VDC made stakeholder requirements visible and testable (phasing, access, outages, shutdown windows), surfacing constructability issues before they became field problems in occupied environments.

Design-Build Legislation: Turning Up the Volume on 2026
We continue to see significant activity in design-build legislation across the country in 2026. This session will highlight the efforts of DBIA’s Advocacy team to expand design-build authority, remove existing restrictions, and defend against adverse legislation in key states. Attendees will receive an update on impactful legislation in 2026, a look ahead to 2027, and insights on midterm election outcomes from a state and local government perspective. The panel will also examine recent legislative trends, the requirements for gaining and maintaining design-build authority, and the industry issues shaping policy decisions—including project funding, public-private partnerships (P3s), tolling, PLAs, pilot programs, and sunset provisions. Finally, panelists will explore what these developments mean for design-build authority, how DBIA is responding, and the strategies in place to sustain the positive legislative momentum of recent years.

How New DBE Rules Are Reshaping Project Delivery
The Disadvantaged Business Enterprise program remains in place, but recent federal rule changes have significantly altered how firms qualify and how teams must plan for participation. The removal of presumptions of disadvantage and the shift to an individual, evidence-based certification process are already affecting project delivery. Certification now requires more documentation, longer review timelines, and greater scrutiny. Early impacts include reduced availability of certified firms, delays in approvals, and increased uncertainty in meeting participation goals. For Design-Build teams, these changes are directly influencing procurement, preconstruction, and risk management. Teams are being forced to engage earlier, adjust expectations, and rethink how they build and support their partner networks. This session focuses on practical application. Presenters will share real examples of how these changes are showing up on projects today and how teams are responding. Powering the Future with Design-Build: Strategies for Capital Program Development
Federal funding that awards medical research grants has been restricted. Financial distress, aging infrastructure, deferred maintenance, fiscal constraints, workforce shortages, evolving health care models, technological change, all have been persistent while regulatory and economic uncertainty strain capital budgets and spending. Yale University School of Medicine (YUSM), the sixth-oldest medical school in the United States, is among the institutions at the crossroads of capital pressures and facility investments. As the capital delivery landscape becomes more complex, supporting the institution's mission of excellence in medical education and life science research through capital delivery initiatives have been increasingly challenging. This is a pivotal moment that has compelled YUSM to innovate their capital investment and project delivery initiatives. Design-Build as a solution for YUSM will be featured as a case study to share knowledge and inspire other mission-driven institutions to advance the goals of higher education, life science, and healthcare organizations. The Virtual Design & Construction Leadership Exchange (VDCLEx) is returning as a half-day pre-conference event, Tuesday, Nov. 3, at the Design-Build Conference & Expo in Cleveland, OH. VDCLEx Keynote: Managing Projects with AI on Design-Build Projects
Many say that the construction industry needs more technology, that is actually not the case. We though BIM and VDC was going to solve many woes, but they didn't. It wasn’t an interoperability problem, it was a collaboration problem. The tool was in the hands of too few and too complicated to be the default tool for all contributors on a project. AI is breaking through with simple usability and interfaces, but won’t solve the issue of collaboration and liability unless it is approached correctly. While on many projects, collaboration is great. However, there is a lack of accountability in the gaps. The baton gets dropped, but each party blames the other.
Construction is a project-based industry, and AI governance must be treated the same way. Unlike enterprise software deployed across an organization, AI on design-build projects touches multiple firms, contracts, and jurisdictions simultaneously — each with its own liability exposure. That demands a project-first approach to governance, not a platform-first one. Every project operates under an Owner's rules. That means project data must be private, secured, and governed according to the Owner's AI policy — not the policy of whichever software vendor happens to be on the platform that week. Data sovereignty isn't a technical preference; it's a contractual obligation. Participation in any AI system must be opt-in. Human-in-the-loop isn't simply a safeguard against hallucinations — it's a governance mechanism. When AI processes project communications, decisions, or documents, every design-build team member needs to understand what they are consenting to share, and who bears responsibility when something goes wrong. Finally, AI cannot be a black box on a project. Every firm and every practitioner brings a distinct methodology to their work. Those methods carry professional value — and legal weight. AI platforms deployed on construction projects must make individual contributions visible, traceable, and persistent throughout the project lifecycle. This gives us the technological backbone to address project-level complexity, surfacing risks before they become change orders, and bringing greater predictability across the building process. Progressive Design-Build (PDB) is designed to create alignment on scope, budget, schedule and risk before major commitments are made. But what happens when that process reveals a project should not proceed as originally envisioned? Is that a failure, or evidence that the process worked exactly as intended?

Connected Teams, Better Outcomes: VDC Progressive Design-Build Synergy for Adaptive Reuse
The presentation will highlight a case study demonstrating how VDC and Progressive Design-Build were applied in the adaptive reuse of a 12-story, 400,000 SF 1980s office building into a modern educational facility for Georgetown University in Washington, DC. BIM and VDC were critical to successful Design-Build delivery, enabling real-time collaboration and clear visualization of renovation constraints throughout the project. Known locally as the “Darth Vader Building,” 111 Massachusetts Avenue features non-orthogonal geometry and complex structural conditions requiring extensive modernization. Laser scanning and GPR validated existing conditions, leading to the development of detailed Revit models for all 12 floors shared across the project team. Significant discrepancies from as-built drawings—particularly in waffle slab layouts and beam depths—were identified during design, reducing schedule impacts associated with layout, penetration coordination, and limited plenum space. Phased permitting and packaged drawing releases allowed the team to compress the construction schedule and early engagement of design-assist trade partners in BIM coordination empowered real-time collaboration with the design team in a shared model environment. Presenters will share examples of how prefabrication contributed to significant schedule savings, including a multi-trade shaft assembly fabricated and assembled offsite. Extreme Modeling and Coordination to Eliminate Deferred Submittals
One of the Conditions of Satisfaction developed by the team was to fully coordinate the project's permit application set to eliminate clashes and coordination RFIs post permit. The team determined that they needed to establish a goal that would complete all deferred submittals prior to the submission of the building permit package. This required early submittal approval in order to complete fabrication modeling prior to permit completion. Trade partners were onboarded during design and incorporated their modeling efforts during design. MEP trades provided their models for engineers stamp and submission as part of the permit package.

VDCLEx Closing General Session - Breaking Down Silos in VDC Integration Across the Design Build Life Cycle
In Design-Build, major cost and schedule outcomes are often set before construction begins when teams are deciding what to build, how to build it, and who owns the next decision. DBIA best practices emphasize early alignment and clearly defined responsibilities, yet design and VDC are still too often disconnected at these critical moments. This panel brings multiple perspectives a VDC Manager, Design Integration Manager, Architect, and Trade Partner to examine how integrated workflows and open communication can keep VDC value driven rather than reactive. Using real project examples, the panel will show how early continuous VDC engagement improves visualization, constructability, and option evaluation reducing uncertainty, managing risk, and limiting downstream rework. The discussion will address challenges and opportunities as VDC tools advance and roles become more integrated, increasing the need for clear guidelines, expectations, and handoffs. This year's Practitioner's Forum moves away from a lecture-style format. Instead of listening to a series of presentations, attendees will spend the majority of the session in facilitated, small-group roundtable discussions, working through a curated set of industry topics alongside peers from across the country. Each table will surface its own key takeaway, and a selection of tables will report those takeaways back to the full room, so the conversations in the room directly shape the discussion the whole forum hears. The goal is for every attendee to leave having contributed to — not just observed — the industry conversation. The final 30 minutes of the session are reserved for an update from the Owner Advisor Committee (OAC) Chair.

IT MUST BE TAKEN PRIOR TO THE REMAINING 5 COURSES IN THE COLLABORATIVE DELIVERY LEADERSHIP ACADEMY Leadership matters. Distinguishing different ways to lead is at the crux of Design-Build Done Right®. This session will focus on introducing the distinctions of Design-Build Leadership Done Right. This course will introduce the 18 competencies associated with the universal model of effective leadership and share why only 20% of all leaders demonstrate these characteristics. These 18 competencies are well researched and shown to be positively correlated to leadership effectiveness and business performance and are highly aligned with Design-Build Done Right®.
